For the use of communications equipment in both wireless and wired networks in the Russian Federation, mandatory confirmation of compliance is required. This requirement is established by the Law of the Russian Federation «About Telecommunication»
In Russia, there are two forms of confirmation of compliance: certification and declaration. The main difference between them is that:
- Declaration: The manufacturer or its representative independently declares compliance and registers it with the Ministry of Digital Development, Communications and Mass Media. In this case, they independently confirm compliance of the communication means through testing in an accredited testing laboratory.
- Certification: The certification body determines the scope of testing and product requirements, decides on the conformity of the product, and issues the certificate of conformity.
Which communications equipment are subject to mandatory certification?
The list of communications equipment subject to mandatory certification is approved by the resolution of the Government of the Russian Federation No. 113 dated February 4, 2022, «On Approval of the List of Communication Equipment Subject to Mandatory Certification, and Recognition of Certain Acts of the Government of the Russian Federation as Expired».
Equipment not included in this list is subject to declaration of conformity.
A certificate of conformity and a declaration of conformity have equal legal force in Russia.
